In the 1992 Energy Policy Act -- passed less than two months after the United States and Russia had reached their preliminary agreement on the swords-into-plowshares deal -- Congress directed the Department of Energy to transfer its uranium production activities to a newly created semi-governmental company, dubbed the United States Enrichment Corporation, or USEC, which would be charged with preparing itself for full privatization.
