The Regulatory Reform (Agricultural Tenancies) (England and Wales) Order 2006 amends the Agricultural Holdings Act 1986 and the Agricultural Tenancies Act 1995.
The report's key recommendations include changes to the Agricultural Tenancies Act 1995 to give parties greater flexibility to reach their own agreements in relation to rent reviews and end of tenancy compensation.
TFA National Chairman Reg Haydon said: "Since the introduction of the 1995 Agricultural Tenancies Act, which revolutionised the law in relation to farm tenancies, we have been concerned that the pendulum had swung too far in the favour of landlords.
Mr Dunn added: "In order to ensure that the benefits of the Single Farm Payment go to their intended beneficiaries, there is a desperate need for legislation for statutory end-of-tenancy compensation codes under both the 1986 Agricultural Holdings Act and 1995 Agricultural Tenancies Act.
A major focus for the TFA over recent years has been a desire to see reforms in farm tenancy legislation to rebalance the rights and responsibilities of landlords and tenants which had swung too far in favour of landlords following the introduction of the 1995 Agricultural Tenancies Act.
