OTHER PROVISIONS: WEP AND GPO The windfall elimination provision (WEP) affects an employee's Social Security benefit when a person works for an employer that has a public retirement system rather than any form of Social Security coverage.
The Windfall Elimination Provision (WEP) and the Government Pension Offset (GPO) originally were designed to prevent those earning government pensions and Social Security spousal or survival benefits from "double-dipping" -- or obtaining the maximum benefits under both systems.
