One of the keys to the college's success is the investment in state-of-the-art facilities and Internet communication technology, which ensures that learners, assessors and employers have remote access to the college and web-based learning systems at times to suit their needs.
However, the lack of theoretical or conceptual frameworks in many past studies dealing with the effectiveness of web-based learning systems resulted in inconsistent results and left the question of what constitute the determining factors of effective delivery of educational hypermedia unanswered (Psaromiligkos & Retalis, 2003).
However, the majority of current web-based learning systems are closed learning environments, where courses and materials are fixed and the only dynamic aspect is the organization of the material that can be adapted to allow a relatively individualized learning environment.
In most evaluation studies, the focal question concerns the comparative effectiveness of various types of web-based learning systems when measured against traditional ones rather than the innovation of the delivery model itself and the factors that contribute to its effectiveness (Learning Technology Dissemination Initiative, 1998; Institute for Higher Education Policy, 2000).
Essentially, the two-fold student model architecture and mobile agents technology facilitate the web-based learning systems to be used efficiently through these devices.
