Both proposals are inconsistent with the Uniform Accountancy Act licensing provisions that most other states follow.
For more than a decade, the AICPA and the National Association of State Boards of Accountancy (NASBA) have worked to create and refine a model statute, called the Uniform Accountancy Act (UAA), that establishes a comprehensive national regulatory framework.
For nearly 10 years, the AICPA has worked with the National Association of State Boards of Accountancy to develop and implement a uniform approach to cross-boarder mobility through a provision in the AICPA/NASBA Uniform Accountancy Act (UAA) called substantial equivalency.
But many states have patterned their regulations after the Uniform Accountancy Act Rules, developed by the American Institute of Certified Public Accountants (AICPA) and the National Association of State Boards of Accountancy (NASBA).
Moreover, the leadership of the National Association of State Boards of Accountancy (NASBA) recently reaffirmed its commitment to language in the Uniform Accountancy Act that indicates the AICPA will continue to meet its obligations to update and revise auditing standards for audits of non-public entities.
CalCPA previously has supported conforming to provisions of the Uniform Accountancy Act that require general experience for entry to the profession and then rely on peer review to ensure audit competency and to review the controls, experience and skill of audit staff.
A revision of the Uniform Accountancy Act (UAA), known as "no notice, no fee, no escape," was jointly adopted by the AICPA and the National Association of State Boards of Accountancy (NASBA) in July 2007.
Rather, greater efforts should be placed on the adoption and implementation of proposed revisions to Section 23 (substantial equivalency) of the Uniform Accountancy Act.
