The bill creates transportation concurrency exception areas in municipalities with a population density of at least 1,000 per square mile and a population of at least 5,000 and in all or parts of counties with a population density of at least 1,000 per square mile.
To qualify for such an exemption, the urban service area must be within a transportation concurrency exception area that includes lands appropriate for compact, contiguous urban development, which does not exceed the amount of land needed to accommodate the projected population growth at densities consistent with the comprehensive plan.
A local government that has a transportation concurrency exception area shall, within two years after the area becomes exempt, adopt into its local comprehensive plan land use and transportation strategies to support and fund mobility within the exception area, including alternative modes of transportation.
