One of these exceptions was contained in subparagraph (vii) which provided that interest payable by a corporation resident in Canada to an arm's length person not resident in Canada was not subject to withholding tax provided the payer was not obligated to pay more than 25% of the principal amount of the loan within 5 years from the date of the issue of the loan.
New subparagraph (C) further specifies that if any parent could claim a child as a QC but doesn't do so, another otherwise eligible individual may do so only if he or she has a higher adjusted gross income than any parent eligible to claim the child as a QC for the taxable year.
Consider this otherwise bland section of the Senate health bill: ÒNotwithstanding subparagraph (A), in the case of a high-need State, during the period that begins on January 1, 2014, and ends on December 31, 2018, the Federal medical assistance percentage determined for each fiscal year quarter occurring during that period with respect to amounts expended for medical assistance for newly eligible individuals described in subclause (VIII) of section 1902(a)(10)(A)(i), shall be equal to 100 percent.

A caveat to this requirement does exist: For hands-in/tool-in maintenance, the specific steps in NAVAIR 01-1A-35, paragraph 71 and subsequent subparagraphs must be accomplished.
30(6), which would provide that when the parents combined income exceeds the child support guidelines schedule amounts the percentages contained at the end of subparagraph (6) not be used as a basis for awarding child support beyond the reasonable needs of the children.
