The award is presented annually by NCSL and the State Legislative Leaders Foundation to honor leaders whose careers embody the highest principles of leadership and have shown a commitment to protecting and strengthening the institution of the state legislature.
Those were the findings of Coping with Term Limits, A Practical Guide, the first comprehensive, multistate study of the effects of term limits, conducted by the Joint Project on Term Limits, a cooperative effort among the National Conference of State Legislatures, the Council on State Governments, the State Legislative Leaders Foundation and a group of political scientists.
The first Hispanic Chairman of the Council of State Governments (CSG) in 1999 and the second President of the Parliamentary Conference of the Americas (COPA) in 2000, McClintock has been active in multiple national organizations, including the National Conference of State Legislators, the National Council of La Raza, LULAC, AARP, the Senate Presidents Forum, and the State Legislative Leaders Foundation.
The survey, conducted by a collaboration of political scientists, the National Conference of State Legislatures, the Council of State Governments and the State Legislative Leaders Foundation, found that term limits have had no impact on the type of person elected to state office, despite arguments that term limits would shake up and diversify legislative bodies.
Each year, NCSL, the State Legislative leaders Foundation and the Council of State Governments honors a legislative leader who exhibits a commitment to protect and strengthen the institution of the state legislature.

Convening as the "States' Federalism Summit," 120 representatives of five organizations - the National Conference of State Legislatures, the National Governors' Association, the Council of State Governments, the American Legislative Exchange Council and the State Legislative Leaders Foundation - agreed to explore four proposals that "would provide states greater authority and standing in their relations with the federal government.
