Areas of Wales with the biggest drops in start ups last year were Neath Port Talbot, down 22%, and Bridgend which saw a 18% collapse.
The strategy includes developing a programme of local enterprise shows, aimed at encouraging people to start up in business, and consulting on establishing a National Council for Graduate Entrepreneurship to encourage students and new graduates to set up.
