Our micro-enterprise project helped 227 people to start up their own businesses in 2007 and in 2008 this had risen to 279 - an increase of 23%," he said.
At the recent Business Start Up exhibition at the NEC, Professor Upkar Pardesi OBE, Dean of UCE Business School, emphasised the importance of business planning and the use of low cost or no cost business advisory services and education to a successful start-up.
Liz Smith, assistant regional director for the CBI, said: "Conditions have been tough over the last 12 months in terms of cost pressures, foreign competition and, in terms of retailers this summer, it has not been a good summer, so people may be getting a general feeling that now may not be a good time to start up in business.
The strategy includes developing a programme of local enterprise shows, aimed at encouraging people to start up in business, and consulting on establishing a National Council for Graduate Entrepreneurship to encourage students and new graduates to set up.
