Based on experience, track record, and involvement in key HRD related ongoing studies such as Skills Toward Employment and Productivity (STEP) skills surveys and public sector survey, Indochina Research Lao (IRL) will be engaged as a local research institute by ADB using single-source selection method in accordance with the Guidelines on the Use of Consultants (2010, as amended from time to time).
Single-Source Selection of Consultants (SSS): Single-Source Selection may be appropriate only if it presents a clear advantage over competition: (a) for tasks that represent a natural continuation of previous work carried out by the firm, (b) in emergency cases, such as in response to disasters and for consulting services required during the period of time immediately following the emergency, (c) for very small assignments, or (d) when only one firm is qualified or has experience of exceptional worth for the assignment.
