HIGH COURT TO HEAR CASE ON ART FUNDS

The proposed cuts in NEA artists' fellowships are seen by many as a punitive measure directed at artists (such as Andres Serrano, Joel-Peter Witkin, Karen Finley, and Holly Hughes) whose work has been exhibited or presented with the help of NEA funds and deemed "controversial" by conservatives, Helen Brunner, Executive Director of the National Association of Artists' Organizations (NAAO), believes that individual artists are being "scapegoated" as a result of past controversies over NEA grants.
