Important themes There were other equally important themes discussed at the conference, not least the question of port security and how African ports can meet international security standards--an increasingly important aspect of maritime trade as shippers want to minimise delays by using those ports that meet the International Maritime Organisations' International Ship and Port Security Code (ISPS).
A layered approach to security must be taken that includes vessel and port security (as defined by the International Maritime Organization's International Ship and Port Security Code) and other supply chain protocols defined by programs such as C-TPAT and the emerging security framework coming out of the World Customs Organization.
The ISM Code & the ISPS Code The incorporation of the International Safety Management (ISM) Code on the Safe Operation of Ships and for Pollution Prevention and the International Ship and Port Security (ISPS) Code in the International Convention on the Safety of Life at Sea (SOLAS) makes the two codes enforceable via port state control and compliance is mandatory for ships flying the Cypriot flag or entering the Cypriot jurisdiction.
Concurrently, we worked with the International Maritime Organization to establish a similar international security regime known as the International Ship and Port Security Code--or ISPS.
IIT also works with the American Public Transportation Association, and have performed port security/vulnerability assessments for ports in Italy required by the International Ship and Port Security Code.
Cal Maritime -- which developed the three-day courses for vessel security officers, port facility security officers, and company security officers -- is only the second training organization in the country to be certified by MARAD as meeting the requirements of the Maritime Transportation Security Act (MTSA) and the International Maritime Organization's (IMO) International Ship and Port Security Code (ISPS).
