The Government Pension Offset, or GPO, was intended to eliminate or significantly reduce survivor and spousal benefits for most retirees who collect pensions outside of the Social Security System.
Known as the Windfall Elimination Provision and the Government Pension Offset, the measures primarily affect city, county and state employees in California and 14 other states where public employment is not covered by Social Security.
To address the issues that arise with noncovered public employees, Social Security has two provisions--the Government Pension Offset (GPO), which affects spouse and survivor benefits, and the Windfall Elimination Provision (WEP), which affects retired worker benefits.
