It is very likely that they will need to take out licenses with organizations such as the Copyright Licensing Agency (CLA) or the Newspaper Licensing Agency in order to enable them to continue doing lawfully what they may in the past have felt able to do under the fair dealing exception.
Companies may fall foul of the directive if they photocopy or scan material from journals, periodicals, magazines and books without a licence or the permission of the copyright owner, the Copyright Licensing Agency warns.
This means that many commercial enterprises, who retain reference material in a library for commercial use, will need to review their copying licences and may have to enter into new licences with their copy agencies, such as the Copyright Licensing Agency Limited and the Newspaper Licensing Agency Limited.
