Revenue gaps of almost $16 billion have opened up in 26 state budgets for the current fiscal year, which began July 1 in most states, the Center on Budget and Policy Priorities said Oct.

Based on the size of the budget gap for fiscal year 2010, using data from National Conference of State Legislatures and the Center on Budget and Policy Priorities, the highest gaps--where shortfalls are 21 percent to 35 percent of the state's budget--includes California, New York, Nevada, Alaska, Arizona, Florida, Vermont, Hawaii, New Jersey, Connecticut, Washington, and Illinois.

There were a number of states that had made changes in eligibility or the methods and procedures they used to determine eligibility, which have been reversed," says Judy Solomon, a senior fellow at the Center on Budget and Policy Priorities specializing in Medicaid and SCHIP.

AaThe International Budget Partnership (IBP) was formed within the Center on Budget and Policy Priorities to collaborate with civil society organizations in developing countries to analyze, monitor, and influence government budget processes, institutions, and outcomes.

Two other states expect budget problems in fiscal year 2010 "although some of those gaps may occur earlier than expected," says the Center on Budget and Policy Priorities.
