The GAO cited the views of the Caribbean Financial Action Task Force that the islands have a culture of "strong compliance" in matters requiring cooperation to combat terrorism and international money laundering, and acknowledged the view of the International Monetary Fund that Cayman's regulatory regime is broadly consistent with its recommended standards.
