Balanced Budget Act of 1997, Balanced Budget Refinement Act of 1999, Deficit Reduction Act of 2005) intended to reduce Medicare's PAC expenditures by establishing and refining prospective payment systems for rehabilitation hospitals, nursing homes, long-term-care hospitals, and home health agencies.
In response to these concerns, the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999 authorized pass-through payments, which are a way to augment, on a temporary basis, the OPPS payments for newly introduced pharmaceutical products first used after 1996.
Developed as an add-on to the Balanced Budget Refinement Act of 1999, it was the federal government's attempt to make up inadequate reimbursement rates to nursing homes for patients in high-acuity RUGs categories.
The effects of the Balanced Budget Act of 1997 (BBA) and the Balanced Budget Refinement Act of 1999 (BBRA) on Medicare payments to SNFs have been analyzed by The Lewin Group, a national policy research group.
The GAO also noted that Congress recently added an array of new tasks to HCFAs existing responsibilities through the Balanced Budget Act of 1997 (BBA), which tasked HCFA with implementing 335 provisions, as well as the Balanced Budget Refinement Act of 1999 (BBRA), which added another 133 provisions.
The Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999 directed GAO to study the feasibility and advisability of updating Medicare's payment rates for hospice care.
The revisions are required by the Balanced Budget Act of 1997, the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999, and the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000.
Increases in Medicare spending were attributed largely to changes in provider payments, including those enacted in the Balanced Budget Refinement Act of 1999.
