The Victorian government created the first state learning communities policy and program in Australia in 2000, with the Australian National Training Authority (Anta) providing further impetus in 2001 through the learning communities national project.
Prior to joining Saba, he held a variety of senior management positions with the Australian National Training Authority and with Queensland Rail's training and development organization.
Although the Australian National Training Authority (ANTA) was established through Commonwealth/state agreement in the early 1990s, other educational reform initiatives--such as the National Curriculum process in MCEETYA from 1988 to 1993, or COAG's attempts to reform schools funding in the early 1990s--failed to reach consensus (see Painter, 1998; Spaull, 1987; Watson, 1998).
One of the problems was that the Australian National Training Authority seemed to have been most reluctant to evaluate the policy, a vacuum taken up by independent evaluators.
Despite the marked reluctance of the Australian National Training Authority to commission studies specifically assessing the effectiveness of competency-based training, several independent studies have been carried out.
