The JVA expands coverage to veterans who participated in a military operation for which an Armed Forces service medal was awarded pursuant to Executive Order 12985.

Underscoring the importance he places on peacekeeping missions, Clinton announced that he had signed an executive order creating a new campaign medal, the Armed Forces Service Medal, for those who serve their nation in "significant, non-combat military missions.

Upon application, any such member may be awarded either the Global War on Terrorism Expeditionary Medal or the Global War on Terrorism Service Medal in lieu of the Armed Forces Expeditionary Medal or the Armed Forces Service Medal.

Under the new regulations, a contractor is required to engage in affirmative action for the following veterans categories: Disabled veteran Recently separated veteran Other protected veteran Armed Forces service medal veteran Only those contractors that have original, unmodified contracts entered into prior to December 1, 2003, in the amount of $25,000 or more, and who have contracts for $100,000 or more since December 1, 2003, will have to comply with both sets of regulations.
