The binder is comprised of 20-95% by weight, based on the weight of the binder, of a urethane oligomer having a weight average molecular weight of 300-2500 consisting of the reaction product of an aliphatic polyisocyanate, a hydroxy functional aliphatic carboxylic acid and a monohydric alcohol selected from the group consisting of aliphatic monohydric alcohol and cycloaliphatic monohydric alcohol, wherein the acid groups formed thereon are neutralized with an amine to provide a water-dispersible product; and 5-80% by weight, based on the weight of the binder, of a water-soluble or water-dispersible alkylated melamine crosslinking agent.
