The Phoenix Challenge Phoenix Challenge is an Air Force Information Warfare Center (AFIWC) and Office of the Secretary of Defense for Command, Control, Communications and Intelligence (OSD/C3I) initiative to identify Information Operations (IO) transforming technologies, systems, and capabilities of DoD and Government IO organizations, industry and academia that could be leveraged and incorporated into future DoD and Government IO systems and weaponry.
